Cătălin coordinated the technical team that represented Romania in the negotiations for drafting and finalizing the General Data Protection Regulation (GDPR), a key milestone in strengthening the European framework for the protection of personal data.
Subsequently, the experience gained was capitalized on through involvement in the digital transformation processes of the national population records and civil status systems, by initiating and completing the implementation of the Integrated IT System for the Issuance of Civil Status Documents (SIIEASC), following a radical digital reform completed in 2023, as well as the implementation of the IT infrastructure required for the issuance of the Electronic Identity Card.
